Google +1 button is somewhat similar to the "Facebook like" button. The difference is that Facebook likes are shown on the person's profile who actually used the like button to like something or some webpage. But in case of Google +1 button, When someone "+1" a webpage or anything on the web, he/she is telling his/her friends and family and the whole world "This is something you should check out". The next time when he/she search something on google, will see +1 from his/her friends on the search results (That's how Google introduced +1).

I consider "Google +1" as a "plus point" for bloggers as it is kind of voting by people on the Search results. Some years back it used to be that everyone just built a bunch of quality link to rank their keywords but now a days its different. Google is interacting deeply with social media and i think in short span of time, the SEO of a blog would completely depend on the social views about certain websites or blogs. The more people recommend a page, the more Google would give importance to that page.
